Would a Ceramic Heat Emitter work in a cold room?

I think I'll have to wait until I move to get a hedgie, but I thought I'd ask.
My boyfriend's an eskimo and keeps our room in the 60's when he can get away with it. Maybe even lower because he tries to leave the windows open when it's 40*F outside.

Playtime would be in a 75-80*F room, but his cage can't be.

If the ceramic heater would work, then what type of cage would I need?
 
A heat emitter might work at that temperature, but you wouldn't be able to have the window open and risk a draft. Why can't the hedgehog live in the warmer room?
 
There's no space in the warmer room, my boyfriend's grandpa doesn't want it in there, and he has a dog that likes to eat small animals. He's a huge dog and could break open the cage. :err:

Yeah, that's why I'm waiting until we move. Atleast, I have my pretend pet hedgies at the pet store. :D
Plus, I'll be super prepared! I've already read every thread on CnH and half of the threads on hedgehog central.
